For the hair, get it cut so you have super short choppy layers on the top, and thin long normal hair on the bottom layers. Brush your hair to the front starting from the middle and blow dry down and straighten. For the make up, foundation, powder, light pink blush. For your Eyes, black pencil eyeliner on upper and lower waterline, and liquid black eyeliner, winged out on the top lash line. A nude eyeshadow, curled lashes, and lots of black mascara.
uhh.. well you could go to a hair stylist and ask for a scene hair cut or just give them that picture for the layers and fringe. and possibly get extensions if your hair isnt long enough or thick enough. then backcomb your hair taking small sections and moving the brush, comb, or whatever in a backward motion. then gently brush over that hiding the teasing.
