Well, I'm 23 and I feel your pain. I was the same way.

I'd try getting a tinted moisturizer first - then just use a neutral shade of eyeshadow - try using one color first and as you get more comfortable, add other shades in the same tone - also try using a pinkish colored lip gloss.

As you get more comfortable, you can move onto other things. You may be interested in a bronzer to try out.

You can typically got mini makeovers done at places in department stores, depending on your age. I prefer MAC and Mary Kay, but other good ones are Physicians Formula. Try and stay away from reds too - they can make you look funny unless you're an experienced user!Beginner needs help on hair and makeup! :)?

OK,

don't go OTT for now.

Start with simple black eyeliner and black mascara, with some plain lipgloss.

For hair, if its curly straighten it. If its straight, curl it.

(Using straighteners ^^ or a curling iron ^^)
